The European Union has integrated the Better Regulation framework into its legislative process with the aim of improving the quality, effectiveness, and transparency of regulatory intervention. Nevertheless, empirical assessments of its implementation raise questions regarding its actual contribution to improving regulatory outcomes, as demonstrated by Konstantinos Saravakos (Head of Research, KEFiM), Effie Stefopoulou, and Panagiotis Karkatsoulis (Research Fellows, KEFiM) in a new study published by EPICENTER.

How is it that in some countries, while open governance initiatives are promoted, there is simultaneously a restriction of the "public space" and civil society rights, such as freedom of speech, access to information, or even the ability to protest? This contradiction undermines the essence of open governance and is the subject of a phenomenon that we need to observe closely: a phenomenon we can call "opengov washing."

Introduction
Human Resource Management policy is probably the most important challenge for Greek public administration, given the severe on-going crisis and the need to sharply reduce public expenditure. The high remuneration cost of Greek public servants (13,6% of GDP in 2009, against only 11% of OECD member countries [1]), was one of the first targets of austerity measures, thus creating a suffocating framework for HRM policy.
