New scientific publication in Regulation & Governance
The Institute for Regulatory Policy Research is pleased to announce the publication of a new article in Regulation & Governance, authored by Constantinos Saravakos, Panagiotis Karkatsoulis, Efi Stefopoulou and Georgios Archontas.
Abstract
Over the past decade, the better regulation agenda has emerged as a powerful instrument for enhancing the law-making process
across the EU. This paper empirically investigates Greece's adherence to better regulation principles, focusing on key aspects
such as the regulatory text, public consultation processes, impact assessments, parliamentary procedures, and the activation
of subordinate legislation. Utilizing a novel dataset spanning from 2015 to 2023, this study analyzes the developments in key
better regulation principles following the enactment of two critical laws aimed at reforming Greece's lawmaking process. While
notable progress has been observed in several areas, such as public consultations and the structure of the regulatory text, persis-
tent shortcomings in amendments, impact assessments, and practical implementation remain. This analysis provides valuable
insights into the dynamics of recent institutional reforms and their effectiveness in aligning Greece's legislative output with the
overarching goals of better regulation.

The Dysfunctional Structure of Greek Public Administration and the Challenges in Reforming
More than eight years after the global financial crisis began, the economy of Greece shows little sign of recovery, and its position in the eurozone seems tenuous. Between 2008 and 2014, incomes in Greece shrank by more than 25 percent, homes lost more than a third of their value, and the unemployment rate reached 27 percent. Most articles on Greece in the media focus on the effects of austerity, repayment of its debt, and its future in the eurozone. In Beyond Austerity: Reforming the Greek Economy, leading Greek economists from institutions both within and outside Greece, take a broader and deeper view of the Greek crisis, examining the pathologies that made Greece vulnerable to the crisis and the implications for the entire eurozone.

Comparative Politics is the branch of Political Science with the tools of which the primary conclusions resulting from the research of political phenomena are assessed. Secondary explanatory inferences are proposed which go beyond individual cases. And they relate either to thematic categories of political phenomena, or to state, or even broader supranational, associations. Similarities and differences, similarities and differences, consistencies and divergences are revealed, or are thus revealed, and an attempt is made to seek the reasons for them.

Administrative reform and administrative self-reference
The systems movement, now 40 years old, is made up of many associations of systems thinkers from different disciplines all over the world. The United Kingdom Systems Society (UKSS) was formed in 1978. Today it has over 300 members and is committed to the development and promotion of "systems" philosophy, theory, concepts and methodolo gies for improving decision making for the benefit of organizations and wider society. The first UKSS International Conference was held at the University of Hull in July ofHuddersfield 1989.
