Abstract
Floods account for the majority of catastrophic events resulting from hydrometeorological hazards. In September 2023, Greece was confronted with the Daniel flood phenomenon that led to the need to reconstruct Central Greece. Flooding alters the natural balance of the environment and often creates a favorable habitat for the occurrence of infectious diseases.

This text records the institutional and legislative framework of public civil protection as it is shaped in the Greek executive state. Characteristics of the Greek Civil Protection system are recorded and discussed in accordance with the characteristics governing the operation of an executive state. In particular, in light of the Law on the Executive State and the Law on Civil Protection, elements related to the way structures and procedures for the protection of people's lives and property are organized, coordinated and interconnected, are highlighted.

It is well known that the public administration in Greece receives the strongest criticism from the media, NGOs, economic and international organisations for being too big, too inefficient and too expensive for what it has to offer. It is criticised above all for being the main impediment to transparency and hence the development of the country, while the private economy usually presents itself as the main ‘victim’ of bureaucracy and ‘corruption’.1 This article attempts to challenge some myths and dispute everyday theories about public service in the country that have been increasingly reproduced and expanded upon over the last few years, both inside and outside of Greece, due to the economic crisis. The analysis will include the impact of the dominant concept of corruption in countries in the semi-periphery like Greece, as expressed by international organisations.

The 32 SIGMA-OECD Principles of Public Administration: their application in policy areas in Greece
The Institute for Public Policy Research (INERP) is proceeding with the analysis and evaluation of critical areas of Greek public administration, guided by the 32 OECD Principles for Public Administration (SIGMA - OECD, 2023), as a comprehensive framework of standards that express the values and behaviours that citizens and businesses expect from a modern public administration.
The aim of the surveys is to establish the distance or proximity of the Greek administrative reality to international best practices, with proposals for substantial improvement.
The research is conducted on the basis of a questionnaire with policy checkpoints and through a combination of qualitative methods, such as online questionnaires, interviews and focus groups, and the findings are evaluated based on a critical appraisal of the data. The discussion of the results focuses on formulating answers to the central question, with the aim of developing recommendations for improving the implementation of the principles in the public sector. The findings of the study will, in addition, be used to support future policies and individual publications.
These projects contribute to the evaluation of the Greek public administration from an internationally recognised perspective. INERP enhances the public debate with evidence-based analyses, offering suggestions for the development of more effective, transparent and innovative public policies.
