Foteini Vittou

Foteini Vittou is a Public Administration scholar. She graduated with distinction from the Department of Public Administration at the Hellenic Open University and holds an MSc in Administrative Science and Public Management from the Department of Public Administration at Panteion University. She is currently a PhD candidate in the same department, specializing in Public Management, with research focusing on Change Management and resistance to change in the successful implementation of public sector administrative reforms. In addition, she holds a Master's degree in Political Science from Dalarna University, Sweden, further strengthening her expertise in democracy, public policy, and political participation.

She has long-time professional experience in the public sector, particularly in local government, where she has served in administrative and financial positions. Her academic and research interests include organizational change and change management, public management, regulatory policy, administrative reform, and human resource management, among other related fields.

She has published studies in Greek and international journals and collaborates with institutions that promote administrative capacity and the analysis and documentation of public policies.
She participates in conferences, presenting research papers and following the developments in the scientific debate. In addition, she is systematically trained through training programmes in the areas of public sector management and modernisation. Through a combination of theoretical training, practical experience and ongoing scientific engagement, she approaches public administration as a field of continuous study and social responsibility, with the aim of improving administrative processes and supporting the development perspective of the public sector. With her work she seeks to bridge the gap between academic theory and the practical reality of public administration and contributing to the understanding and effective governance of complex bureaucratic systems through value-based and human-centered strategies.
