Panagiotis Karkatsoulis

Panagiotis Karkatsoulis studied at the Law School of Athens and at the University of Bielefeld in Germany, where he obtained a doctoral degree (Dr. Jur). He taught at the National School of Public Administration (1989-2015) the courses of Public Administration, Legislative Theory and Practice, at the University of Thessaly (2019-2021) Introduction to Public Administration and Public Management and at the European Law and Governance School (2020-present) Public Administration/Public Management. As a Special Scientist at the Ministry of Administrative Reform and e-Government (1991-2014), he handled issues of good lawmaking, strategic planning of public policies and simplification of administrative procedures.

He represented Greece in the OECD and the EU on issues of his speciality. As a scientific advisor on administrative reforms and good governance, he has provided services to governments of other countries (Russia, Georgia, Kosovo, North Caucasus, Russia, Georgia, Kosovo, Ukraine, Ukraine, Ukraine, Russia, Georgia, Ukraine, Ukraine, Ukraine and Ukraine). He has published 8 independent studies and 82 chapters, articles and papers in scientific journals and conferences. He is a frequent contributor to the daily press. He was a Member of State Parliament with "To Potami" (2015).

He was awarded by the American Society for Management Science twice: In 2003 with the "Peter Boorsma Award for Administrative Excellence" and in 2012 with the "International Public Administration Award". In June 2021, he was elected by the Conference of Presidents of the Greek Parliament as a Consultant of the Supreme Council for Civil Personnel Selection (ASEP).
