When we refer to the public administration, whether it is a single office of a particular service or the intricate backbone of the state with all its branches, when we refer to civil servants, whether they are ordinary employees or large members of the apparatus with parchment, we are wary - if not certain - that we are talking about lazy, comfortable, kickbacks, clientelism and we are counting lost opportunities for development, progress and prosperity.

But is this the case? Is that all?

No, and this is what INERP promotes. Through the analysis and documentation of public policies, it aims at effective and efficient public administration. It identifies good practices, but also addresses the bad ones. Public administration can be professional, beneficial to the citizen, with positive targeting paving the way for the future. It must and can become a pleasant place to work, while finding solutions and giving opportunities to citizens to improve their daily lives.

No state can develop and prosper without a strong public administration and no public administration is strong when clientelism flourishes, politicians see it as a chariot for their personal advancement, regulatory policies are not implemented and citizens do not trust it. In a maze of bureaucratic and time-consuming procedures, poor information and underfunding, there are examples that make us cheer up in the hope of transparency, accountability and the elimination of clientelism.

On the INERP website, we record what concerns us, but also what excites us, we express opinions and ideas, provide evidence, give a voice to voices that need to be heard, and shed light on what is worthwhile.
